PROBLEM TO BE SOLVED: To perform failure judgment according to operation environment of an electronic controller for diagnosis to exactly perform failure diagnosis of the electronic controller. SOLUTION: In a CAN system constituted of ECUs 1-3 and a CAN bus line 4, an ECU 1 receives and stores operation characteristics data transmitted by an ECU 2. The ECU 1 determines permission/prohibition of diagnosis and adoption or rejection of a control parameter from the ECU 2 based on the stored operation characteristics data.
