PROBLEM TO BE SOLVED: To provide a lead prevented from being stolen in the case of tying it for a while at a park while walking or shopping on the way of taking a walk, and a matching collar for an extending and contracting lead with a lock for a pet, capable of simply tying the lead with a supporting pole, etc. SOLUTION: This lead is provided by attaching a joining belt and a dial type lock at the tip end of the extending and contracting lead for preventing it from being stolen, improving safety by forming the lead part of the extending and contracting lead with a stainless steel wire which can not be cut off even by scissors and winding it with a vinyl coat, attaching also the dial type lock at the upper part of a handle of the extending and contracting lead main body so as to be able to tie it by winding the lead on the supporting pole, etc., and locking them with the dial type lock at the handle part. The collar attached with the lead and a corresponding metal tool is characterized by being made from a belt including a stainless wire and attached with a D-ring at its one of the ends, opening several holes for passing through the D-ring for adjusting its length at its another end and engaging the D-ring taken out through the hole together with another D-ring with a hook attached at the tip end of the lead and locking by the dial type lock.
