PROBLEM TO BE SOLVED: To acquire a battery state managing apparatus for achieving battery state management for coping with the change in the specific gravity of a battery liquid, even if the specific gravity changes caused by the change in the concentration of sulfuric acid. SOLUTION: A new battery which is in a fully-charged state is an object to be measured. An initial reference open voltage value V<SB>OIF</SB>and an initial reference lower limit voltage value V<SB>LIF</SB>are measured. The coordinate point P<SB>F</SB>of the battery, after replacement, is defined. A line, passing through the origin of a coordinate axis having a start point as the coordinate point P<SB>F</SB>i.e. to be called a "straight line G5", is obtained. A point on the line G5 as a reference is shifted negatively in the longitudinal axial direction by shift, in response to the changing manner of the rate of change of the internal resistance of the battery, corresponding to an open-voltage value V<SB>OI</SB>provided by the relation between the open voltage value V<SB>OI</SB>and the change rate of the internal resistance at that point. A lower limit voltage value V<SB>LI</SB>is derived, at each remaining capacity (each open voltage value V<SB>OI</SB>).
