<P>PROBLEM TO BE SOLVED: To complete transfer within a transfer time by taking into consideration the line speed of a used communication line. <P>SOLUTION: A transfer destination and a transfer time are set (S11, S12), and a transmission speed of a line is measured (S14). A desirable compression rate, image size and frame rate are calculated on the basis of the transmission speed, the transfer time and a video data amount (S15).
