PROBLEM TO BE SOLVED: To solve a problem wherein a heat radiation plate having high temperature comes in touch with the human body directly because the heat radiation plate is exposed to the outside due to removal and peeling-off of a surface material from a case. SOLUTION: This planar heating device is provided with a heat generating body 1, a main body 2, a controller 3, the case 4, the surface material 5, an electric power control element 6, a control board 7, the heat radiation plate 8, and a cover 9 to prevent possibility that the heat radiation plate 8 having high temperature comes into touch with a human body directly because the surface material 5 is covered with the cover 9 and the heat radiation plate 8 is not exposed to the outside even when the surface material 5 is removed and peeled off from the case 4.
