Provided is a soil improver, which inhibits propagation and growth of harmful insects and stimulates growth of plants by neutralizing the soil, and is cost-efficient. The soil improver is obtained by the method comprising the steps of: dipping rice bran charcoal into diluted vinegar solution so that the rice bran charcoal is impregnated with diluted vinegar solution; and drying the rice bran charcoal impregnated with diluted vinegar solution. Further the diluted vinegar solution is obtained by adding jade water into a vinegar solution obtained from the process for preparing the rice bran charcoal.
