PROBLEM TO BE SOLVED: To provide a toner for electrostatic charge image development, exhibiting long-period stable cleaning characteristics even in stress-excessive usage conditions, an electrostatic charge image developer, and an image forming method. SOLUTION: The toner for the electrostatic charge image development, the electrostatic charge image developer containing it, and the image forming method that uses the developer contain coloring particles, including at least a binder resin and a coloring agent, first inorganic particles of 500-1,000 nm of a number average particle diameter, and an external additive satisfying inequalities (1) or (2) and (3) and, including second or third inorganic particles, where: Inequality (1): 1.0<(free carbon content/theoretical saturated fixed carbon content)≤5.0; Inequality (2): 1.0<(total carbon content/theoretical saturated fixed carbon content)≤5.0; and Inequality (3): 0<(total carbon content-theoretical saturated fixed carbon content-free carbon content).
