PROBLEM TO BE SOLVED: To regulate move of an occupant's knees, while effectively absorbing and relaxing impact on the knees by a knee bolster made of an urethane material and provided at the inside of an instrument panel, when the knees collide against a lower part of the instrument panel due to rapid speed reduction of a vehicle. SOLUTION: The block-shaped knee bolster 1 made of the urethane material 10 is installed to receive the occupant's knees moving to the front at the time of the rapid speed reduction of the vehicle at the inside in a lower part of the instrument panel of the vehicle. A sheet-like coating member 2 is adhered to a peripheral surface 12 in a side part of the knee bolster 1 to be a starting point of crushing of the urethane material 10 when the knee bolster 1 is compressed and deformed, to prevent the crushing of the knee bolster 1.
