A server, system, and method for providing encrypted contents and rights object to an electronic communication device by using the delegation method of a rights issuing server are provided to allow a contents provider to smoothly provide a multimedia contents service to a user of an electronic communication device by operating an integrated single rights issuing server under each service policy. A controller(210) controls such that contents file requested by an electronic communication device is encrypted, information on the encrypted contents file is transmitted to a rights issuing server to request a rights object with respect to the encrypted contents file, and the rights object and the encrypted contents file are combined and transmitted to the electronic communication device. A memory unit(220) stores data processed by the controller(210) or a program for temporarily performing a function of the contents issuing server, and stores data required for operating the contents issuing server. A display unit(230) outputs relevant information for a manager of the contents issuing server to check an operation process of the contents issuing server or an error, to a panel or a monitor using an LED(Light Emitting Diode). A key input unit(240) is used to manually input data or a command in order for the manager to manipulate the contents issuing server or correct an error of the contents issuing server. An NIC(Network Interface Card)(250) provides a communication interface for allowing the contents issuing server to communicate with the rights issuing server, the multimedia contents server and the electronic communication device by using a wired/wireless network. A database server(260) controls data input/output of the contents issuing server.
