PROBLEM TO BE SOLVED: To support a work for appropriately reassigning an access right assigned to a group which is eliminated by reorganization to a group after reorganization. SOLUTION: An account comparison part 140 determines a deleted group by mutually comparing account information before and after reorganization. A change information formation part 142 extracts, from the groups after reorganization, a group wherein a ratio of the members in the deleted group is a predetermined value or more, as replacement destination candidates for the deleted group. A change request notification part 144 notifies necessity of changing access right to an owner of an object given the access right for the deleted group. A change information presentation part 146 presents the replacement destination candidates to the deleted group to prompt a user to select a replacement destination therefrom.
