PROBLEM TO BE SOLVED: To suppress an operation defect and an image defect due to production of a toner aggregate accompanying toner liquid replenishment by preventing toner aggregation by improving dispersibility and fluidity of supplied toner liquid when the toner liquid is supplied from a toner container to a liquid developer tank, maintaining and improving mixing property with a liquid developer in a developing tank, and maintaining and improving toner liquid replenishing property by preventing a duct from being clogged with the toner aggregate. SOLUTION: In a wet image forming apparatus equipped with a liquid developing device, a duct conveying the liquid developer, and a toner dispersing means for the liquid developer in the channel of the duct, the toner dispersing means comprises a container member, a rotating rotor, and a partition member arranged downstream from the rotor in the conveying direction of the liquid developer across a space, and the rotor and partition member are provided with at least one flow passage communicating from an upstream side to a downstream side in the conveying direction of the liquid developer.
