<p><P>PROBLEM TO BE SOLVED: To provide a radio communication terminal and a communication method capable of surely informing a speed control value to radio base stations even under the state in which the number of carriers in the upward direction is made smaller than that of the radio base stations transmitting carriers in the downward direction. <P>SOLUTION: The radio communication terminal 200 determines a prediction transmission speed to be used in the downward direction on the basis of the receiving states of carriers Cfw1 to Cfw3, and transmits a DRC value indicating the prediction transmission speed to the radio base stations 100A to 100C.
