PROBLEM TO BE SOLVED: To enable efficient and sure grouting by restricting an injection area for a grout material. SOLUTION: A plurality of frozen holes 20 are radially formed in such a manner as to be spread outward in the radial direction of a drift 1 all over an outside entire perimeter from the drift 1; a frozen wall T which is constructed by freezing a bedrock around the frozen holes 20 by a freezing method is formed; a grout hole 10 is formed from the drift 1 on the inner peripheral side of the frozen wall T; and a grout injection area S is formed by injecting the grout material through the grout hole 10. Since the grout material does not percolate into the outer peripheral side from the frozen wall T, the grouting can be performed on condition that the grout injection area S is restricted by setting the shape and the range of the frozen wall T.
