PROBLEM TO BE SOLVED: To provide a road surface groove forming device which accurately forms roller grooves on a road surface. SOLUTION: A leveling roller 5 for leveling a laid paved road surface R is provided with protrusions 12, and grooves 31 are formed on the paved road surface R by the protrusions 12. The outer surface of the roller 5 is provided with bases 13 wider than the protrusions 12, and the outer surfaces of the bases 13 are provided with the protrusions 12. Thus When the roller 5 passes on a paving material, the road surface R is formed with recesses 32, 32 on both sides of the grooves 31 by the bases 13 along with the grooves 31 by the protrusions. The deformation of the grooves 31 is thereby prevented by crushing of the recessed parts even if the road surface R is compacted with the roller 33 or the like after forming the grooves 31.
