PROBLEM TO BE SOLVED: To reduce illegal parking at the front of a station or the like while securing the convenience of bicycle users. SOLUTION: A rack 4 is arranged at a predetermined position in front of a station ST and the users contracted with a system management department park their bicycles in the rack 4 during commutation time. When the rack 4 is filled with the parked bicycles, the rack is transferred to a predetermined parking lot A, B, etc. When the rack 4 enters the predetermined parking lot, user codes in ID tags respectively attached to the bicycles placed in the rack 4 are read out, and the system management department specifies the parking lots for keeping the bicycles of respective users. The users contact the system management department by a cellular phone or the like when going home, and confirm which parking lot keeps their own bicycles and receive their own bicycles at the parking lot and go home.
