<P>PROBLEM TO BE SOLVED: To generate high-frequency noise which has apparent appearance of a conventional "film grain" for digital video signal. <P>SOLUTION: By adding a relatively small amount of film grain noises to a video, when a human being watches the video, he can feel natural or better. By the use of formation of the digital film grain, unnatural smooth artifacts in a digital video, such as "block distortions" or "false contours" in the case of the compressed video can be concealed, and/or a visual improvement or special effect can be supplied to an arbitrary digital video stream.
