PROBLEM TO BE SOLVED: To solve irrationality of a duty to make a reception contract and to pay reception charges based on just owning a television receiver even without viewing broadcasting programs of NHK. SOLUTION: The present invention accomplishes a "television receiver that can not receive broadcasting programs of NHK" to prove a fact that broadcasting waves of NHK are not utilized, thereby verifying that there is no duty to make a reception contract and to pay reception charges.
