PROBLEM TO BE SOLVED: To provide a layout analysis program, a layout analysis device and a layout analysis method, in which a text block can be accurately extracted even from a color image. SOLUTION: The program makes a computer execute divided area extraction step of performing extraction of areas divided by a pattern based on a binary image and taking the result of the extraction as divided areas; character element group extraction step of performing, in divided area basis, extraction of a group of character elements extracted by first binary image layout analysis processing and taking the result as a character element group; a text block extraction step of performing extraction of an area containing the character element group within each divided area so as not to overlap with non-character elements extracted by second binary image layout analysis processing, and taking the result as a text block; and a layout information generation step of generating layout information based on the text block and the non-character elements extracted by the second binary image layout analysis processing.
