PROBLEM TO BE SOLVED: To provide a technology capable of efficiently determining a prediction mode by reducing the arithmetic calculation amount required for deriving prediction sample values for selecting the prediction mode in moving picture coding attended with in-image prediction coding.

SOLUTION: A prediction sample value calculation section 11 in a moving picture coding apparatus 10 calculates the prediction sample values required for selecting the prediction mode on the basis of pixel values of coded blocks in the vicinity of a coding object block and stores the calculated prediction sample values to a prediction sample value storage section 12. In this case, the prediction sample value calculation section 11 calculates the prediction sample values in common to a plurality of prediction modes only once for all the prediction modes. A prediction mode determining section 14 reads the prediction sample values from the prediction sample value storage section 12 when evaluating the prediction modes and determining the prediction mode of the coding object block by using the read prediction sample values.
