<P>PROBLEM TO BE SOLVED: To provide a hair tonic/hair grower having excellent hair growing actions/hair tonic actions/preventing actions on fallen hair as compared with those of the conventional hair tonic/hair grower and high use value thereof. <P>SOLUTION: The hair tonic/hair grower having the high use value is a hair tonic/hair grower using a liquid in which at least Aloe and Houttuynia cordata are steeped in ethanol or Shouchu (low-class distilled spirits).
