DEVICE, METHOD AND PROGRAM FOR MANAGING LICENSE

PROBLEM TO BE SOLVED: To attain transfer of license without performing processing such as unnecessary SAC establishment while permitting use of the content only within an originally permitted range.

SOLUTION: This license management device for managing the license including use conditions which is restriction on the use of content has: a generation request receiving part 429 which receives the license; a conversion part 433 which converts the use conditions included in the license received by the generation request receiving part 429 into stateless use conditions which are use conditions which do not need to be updated in use of the license; and a response transmitting part 435 which transmits a license for transferring the license converted by the conversion part 433 to other license management device.
