PROBLEM TO BE SOLVED: To provide a heating element equipped with a stable insulating layer with high insulation resistance and a heating layer on the surface of a metal substrate without risk of being peeled off. SOLUTION: The surface of a metal base material is put under an alumite treatment, coated with fluorine resin to be baked, and the surface of the fluorine resin is put under an etching or a chemical treatment to form there the heating layer made of a conductor.
