PROBLEM TO BE SOLVED: To provide a device and method for inspecting a sealing state that does not require incision of a paper vessel and cutting of a vessel wall for producing a specimen, facilitates nondestructive inspection, and can inspect all products on a manufacturing line. SOLUTION: A packing stacked material comprises a thermoplastic material outermost layer, a paper base layer, a conductive barrier layer, and a heat sealing innermost layer. At least the thermoplastic material outermost layer and paper base layer are partially removed and formed, and the sealing state inspecting device inspects an opening sealed so as to be easily opened. The sealing state inspecting device has a probe electrode and ground electrode arranged outside and inside the opening, detects current flowing between the probe electrode and ground electrode using the conductive barrier layer, and inspects the sealing state of the opening with a determining means.
