PROBLEM TO BE SOLVED: To enable manual operation of a vehicle in a playground by making a weight start rotary motion by only manually applying up and down motion on a playing implement and a toy to rotate a merry-go-around or the like of a lower part playing implement and other mechanisms. SOLUTION: The weight 12 existing on a side of a center axis rotates in a safety case due to difference of heights of columns by an up and down motion of the handle 10, and is decelerated and accelerated by a pulley 16, an O-ring 17 and a pulley 16 with twisting the O-ring 17 to rotate the playing implement such as the merry-go-around or the toy. Speed of rotary motion of the weight is changed by gears, is connected to the lower part by a flexible coupling or a spring coupling, and rotates the mechanism of the toy or other playing implement by flexible wire.
