An apparatus and a method for determining a threshold value used to remove noises are provided to set threshold value according to analysis result of characteristics of images which are input according to exposure for applying different noise removing methods for the images. An apparatus for determining a threshold value used to remove noises includes a first determination unit(410), a second determination unit(420), and a third determination unit(430). The first determination unit acquires samples from masks having a specific size in images captured with maximum exposure and minimum exposure, a difference between a maximum value and a minimum value of noise of each sample is obtained, and a mean value of the differences is determined. The second determination unit determines a maximum value and a minimum value of the threshold value by using the mean value at the maximum exposure and the mean value at the minimum exposure. The third determination unit determines the threshold value by using the maximum value and the minimum value of the threshold value, the maximum exposure, and the minimum exposure.
