A method and an apparatus for adding an optional frame to a basic video frame and transmitting the frames in satellite DMB(Digital Multimedia Broadcasting), and a method and an apparatus for receiving the frames are provided to add an optional frame to a basic video frame, transmit the frames, and decode the optional frame together with the basic video frame according to the performance of a receiver to improve picture quality of a reproduced image. An image is encoded to generate a basic video frame and an optional frame(S510). The basic video frame and the optional frame are packetized, and a packet ID different from a packet ID of the basic video frame packet is allocated to the optional frame packet(S520). The optional frame packet and the basic video frame packet are multiplexed to generate transport streams(S530), and the transport streams are transmitted(S540).
