A transmission power control method and an RNC(Radio Network Controller) are provided to enable the RNC to notify a UE(User Equipment) of an E-DPCCH(Enhanced Dedicated Physical Control Channel) transmission power offset before the UE becomes in an SHO(Soft Hand Over) state, thereby surely transmitting the E-DPCCH even after the UE is transferred to the SHO state. An RNC determines that a UE for sending an E-DPCCH for the first cell only transmits the E-DPCCH for the first cell and the second cell except the first cell. The RNC determines an E-DPCCH transmission power offset corresponding to an offset received from transmission power of a DPCCH, based on the determination. The RNC notifies the UE of the E-DPCCH transmission power offset. The UE determines transmission power of the E-DPCCH sent to the first and second cells, based on the notified E-DPCCH transmission power offset. The UE sends the E-DPCCH to the first and second cells by using the determined transmission power.
