An ozone generating system which is directly installed in water without a separate ozone dissolving unit to reduce the installation scale, and of which structure is improved to enhance the ozone generation efficiency per unit surface area, and a water tank using the same are provided. In an ozone generating system for generating ozone by electrolysis of water as an electrolyte, and a positive electrode(110) and a negative electrode(120) which are spaced apart from each other, and to which a power source is supplied, the ozone generating system is characterized in that the positive electrode and the negative electrode include a Ti matrix(111), diamond coating layers(112) formed by coating carbon crystals on surfaces of the Ti matrix by a chemical vapor deposition method, and boron doping layers(113) formed by doping boron on surfaces of the diamond coating layers, and the ozone generating system comprises spacers which are adhered onto respective facing faces of the positive electrode and the negative electrode, and in which a plurality of through holes are formed so as to prevent the generation of a short circuit due to a contact of the positive electrode and the negative electrode.
