<P>PROBLEM TO BE SOLVED: To provide a developing device, a process cartridge, and an image forming apparatus, that can stably output an image of high quality without leaving deteriorated toner in the developing device continuously for a long period. <P>SOLUTION: The developing device 23 which develops a latent image formed on an image carrier 21 to form a toner image is equipped with a toner supply means 32 of newly supplying toner T into the device 23.
