PROBLEM TO BE SOLVED: To provide a method capable of molding a fuel compact for a high-temperature gas-cooled reactor without charging a large load on material. SOLUTION: An overcoat particles 1 required for one fuel compact are mounted into a die recess 16 of an insulation die 10 for molding the fuel compact including upper and lower punches 12U and 12L serving as electrodes, a cylindrical die 14, and the die recess 16 corresponding to the shape of the fuel compact. Current is made to flow from the upper and lower punches 12U and 12L serving as electrodes to the overcoat particles 1, a binder in the overcoat layer of the overcoat particle is softened or dissolved with Joule heat, and then current is made to flow from the upper and lower punches 12U and 12L while the upper and lower punches 12U and 12L are pressurized to harden the binder, thereby manufacturing the fuel compact.
