PROBLEM TO BE SOLVED: To provide a hydraulic pump excellently ensuring balance of suction efficiency of two suction ports, and also improving volumetric efficiency. SOLUTION: In a vane pump, by positioning a side plate 15 with a discharge port approaching a mounting part, the position of the first suction port 25 which is positioned in the normal rotating direction of a rotor on the basis of a suction opening is made to approach the suction opening more than the position of the second suction port 26 which is positioned in the reverse rotating direction of the rotor.
