PROBLEM TO BE SOLVED: To provide a waste toner collecting device that can increase collection efficiency of waste toner by efficiently using a space in a waste toner collection container, and an image forming apparatus. SOLUTION: A waste toner conveying screw 25 and a waste toner leveling wire material 26 are disposed rotatably in the waste toner collection container 21. The conveying screw 25 conveys waste toner from one side part where a collection opening 29 for waste toner is provided to the other side part of the container 21 as shown by an arrow F. The waste toner leveling wire material 26 is disposed in parallel to the conveying screw 25. The collection container 21 is partitioned into a plurality of divided chambers 22a to 22e with a partition plate 23 in a direction orthogonally to the conveying direction F, and the partition plate 23 is set nearly as tall as the conveying screw 25. The waste toner is conveyed and stored in the divided chambers 22a to 22e in order by the conveying screw 25 and after the waste toner is stored up to the height of the partition plate 23, the divided chambers 22e to 22a become full in the this order reversely.
