PROBLEM TO BE SOLVED: To provide a film-forming composition capable of providing a good film, even after storage over time, which is used for an electronic device etc., and exerts favorable film characteristics such as dielectric constant and mechanical strength, an insulating film using the composition, and an electronic device having the same. SOLUTION: The film-forming composition contains a copolymer containing a monomer having a basket structure as a polymerization unit. The insulating film is obtained by using the composition.
