PROBLEM TO BE SOLVED: To enhance reliability while shortening current-carrying time by controlling power supply to storage devices based on their access states, and moving a logic storage device between physical storage devices differed in power supply modes. SOLUTION: A relocation planning part 6 forms a relocation plan 7 to locate a logic volume 1B with high access frequency in a RAID group 1A of long-time current carrying mode, a logic volume with middle access frequency in a RAID group of first short-time current carrying mode, and a logic volume with small access frequency in a RAID group of second short-time current carrying mode. An execution time determination part 8 determines, based on the access frequencies to the RAID groups, the execution time of the relocation plan. Consequently, a volume with higher access frequency is arranged in a RAID group with longer power supply time, and a volume with lower access frequency is arranged in a RAID group to which power is supplied in on-demand bases.
