PROBLEM TO BE SOLVED: To provide a turning operation device of a simple structure in which an operation wheel whose turning axial line is arranged approximately in parallel with an outer face of an electronic device is illuminated and which can make a circumferential face of an outer part of the operation wheel emit a highly luminous and uniform light. SOLUTION: The turning operation device includes a case 9 in which a light is emitted from a light source 10 and an operation wheel of which the part 4A of the circumferential face is exposed outward from the case 9. The operation wheel has a light-transmission property and the inner wall of the case 9 becomes a reflecting face 93 which reflects a light emitted from the light source 10. The light emitted in the case 9 repeats reflections in the optical case 9 and is guided through the inside of the operation wheel up to the outer circumferential face 4A. As a result, the outer circumferential face 4A of the operation wheel emits a highly luminous light, and a visibility in a dark place and an operatability are improved and an illumination effect is obtained.
