PROBLEM TO BE SOLVED: To provide a surface-modified carbon black having excellent dispersibility in a silicone oil which is a nonpolar solvent, and to provide its dispersion. SOLUTION: The surface-modified carbon black comprises carbon black particles, wherein an isocyanate compound having isocyanate groups at both ends thereof which is urethane-bonded to a functional group on the surface of the carbon black particles is chemically bonded to a reactive silicone polymer. The surface-modified carbon black dispersion is obtained by dissolving an isocyanate compound having isocyanate groups at both ends thereof in a solvent, adding carbon black to the solution followed by mixing to allow isocyanate groups to be urethane-bonded to the surface of carbon black particles, removing an unreacted isocyanate compound, dispersing the reaction mixture in a silicone oil, and adding a reactive silicone polymer followed by mixing and degassing.
