PROBLEM TO BE SOLVED: To reduce the absolute value of steady-state error in a state value control system of a multiloop. SOLUTION: This controller is provided with an error Er1 calculating part 3-1 for calculating an error Er1 between a set value SP1 and a controlled variable PV1 about a first control loop, a PID operating part 4-1 for calculating a manipulated variable MV1 with the error Er1 as an input, a scaling factor A1 operating part 6-1 for multiplying the error Er1 by a preset scaling factor A1, an adding part 7-2 for adding a multiplication result of the scaling factor A1 operating part 6-1 to a set value SP2 of a second control loop in which interference exists between a first control loop and itself to calculate a correction set value SP2x, an error Er2 calculating part 3-2 for calculating an error Er2 between the correction set value SP2x and a controlled variable PV2, and a PID operating part 4-2 for calculating a manipulated variable MV2 with the error Er2 as an input.
