PROBLEM TO BE SOLVED: To provide an intermediate transfer body which has uniform electric characteristics, does not cause an abnormal image such as a void due to line image scattering and reverse transfer regardless of bias condition variation of an image forming apparatus, and can maintain a stable image of high quality for a long period of time and its manufacturing method, and an image forming apparatus using the intermediate transfer body. SOLUTION: Disclosed is the intermediate transfer body 501 to which a toner image obtained by developing a latent image formed on an image carrier 200 with toner is transferred, and the intermediate transfer body at least contains carbon black processed with a silicone-based surfactant. In the intermediate transfer body, it is preferable that the silicone-based surfactant is polyether-modified silicone, that the hydrophilic group of the polyether modified silicone is ethyleneoxide, or ethyleneoxide and propylene oxide.
