An apparatus and a method for controlling input/output of a FIFO(First-Input First-Output) memory are provided to effectively prevent data congestion when a switching equipment having a multi-input port is used as a subscriber network switch to which usage data is congested at a particular time zone. A plurality of input FIFO memories(51) output received data according to a control signal and provide separate state information periodically. An output FIFO memory(55) receives data outputted from the input FIFO memories(51), and provides state information periodically. A time-adaptive priority level controller(57) receives the state information from the input FIFO memories(51) and the output FIFO memory(55), and provides output priority level information of the input FIFO memories(51) at every pre-set time according to the state information. A FIFO controller(53) receives the priority level information from the time-adaptive priority level controller(57), controls a data output of the input FIFO memories(51), and transmits it to the output FIFO memory(55).
