PROBLEM TO BE SOLVED: To restrain a nonuniform state in the surface of a toner image of a uniform density which is formed together with toner images for an actual image. SOLUTION: An image forming apparatus includes: image forming units 10Y, 10M, 10C, and 10K for forming yellow, magenta, cyan, and black toner images respectively for an actual image; and a white image forming unit 10W for forming a white toner image as a base layer. Each of the image forming units 10Y, 10M, 10C, and 10K includes a photoreceptor drum 11, a charging roll 12, an exposure part 13, a developing unit 14, and a primary transfer roll 15. Whereas, the white image forming unit 10W includes a developing device. After the toner images formed by the corresponding image forming units 10Y, 10M, 10C, and 10K are primarily transferred to the intermediate transfer belt 20, a white toner image is directly developed on the intermediate transfer belt 20 with the use of the developing device of the white image forming unit 10W.
