PROBLEM TO BE SOLVED: To provide a strand delivery apparatus for a strand cutter which does not hamper the rotation of the upper delivery roller in cutting a strand and prevents an uncontrolled movement of the strand. SOLUTION: The strand delivery apparatus 20 cuts a strand inserted from the stationary blade 12 with the stationary blade 12 and the rotary blade 11 installed on the rotating body 10, the stationary blade and the rotary blade facing each other. The top delivery roller 22 rotatably pivoted on the support member 24 and the bottom delivery roller 23 nip and deliver the strand. The jump-up preventive member 30 to prevent the strand from jumping up is installed over the strand before the stationary blade 12 placed in the advance direction of the strand delivered by the rollers 22 and 23. The base end 33 of the arm 31 of the jump-up preventive member 30 is pivoted on the support member 24 coaxially with the rotating shaft 22a of the top delivery roller 22.
