An underwater system having a transmitter (12) with an elongate leaky transmission line transducer (10) that is electrically insulated from the water and coupled to the transmitter (12) for transmitting electromagnetic signals. The transducer (10) is operable to provide both local electromagnetic coupling to the water surrounding it and conveyance of an electrical signal along its length. The system also includes a receiver (16) for receiving signals from the transmitter. The receiver (16) is coupled to another electrically insulated elongate leaky transmission line transducer (14).
