PROBLEM TO BE SOLVED: To provide an electrochromic element with improved element characteristics such as durability, a response time of decoloration or discoloration, and memory property; and also to provide a manufacturing method thereof. SOLUTION: The electrochromic element includes an electrochromic layer 18, an electrolyte layer 16, and a relative electrode layer 14, and is characterized in that a solid inorganic electrolyte film is included as a protective film 22 in the interface between one of the electrochromic layer 18 and relative electrode layer 14, and the electrolyte layer 16.
