A method of processing a valid ActiveSetAssignment (Active Set Assignment) message, the method comprising returning an ActiveSetUpdated (Active Set Updated) indication, updating an Active Set, tuning to a frequency defined by a Channel record, when the record is included in the message, informing a physical layer about the synchronous status of sectors in the ActiveSetAssignment message as synchronous or non synchronous, placing the ActiveSetAssignment message in the public data and sending an ActiveSetComplete (Active Set Complete) message specifying a MessageSequence (Message Sequence) value received in the ActiveSetAssignment message.
