PROBLEM TO BE SOLVED: To early detect a failure of an operation of an intake or exhaust valve provided in an air pipe communicating with the open air from the inside of a tank to prevent the tank from being excessively pressurized or reduced in pressure. SOLUTION: The intake or exhaust valve is provided in the air pipe E communicating with the open air from the inside of the tank and includes an exhaust valve 3 and an intake valve 7 for keeping a pressure inside the tank within a constant range. The intake or exhaust valve is equipped with a sound emitter 16 as an alarm means for alerting the surroundings to a condition that the pressure inside the tank reaches a predetermined pressure out of the constant range.
