PROBLEM TO BE SOLVED: To provide a cleaning device for suppressing the occurrence of an abnormal image caused by foreign substances, especially toner, stuck and accumulated to a cleaning blade with the lapse of time. SOLUTION: The cleaning device 3 is provided with the cleaning blade 3-1 for cleaning toner remaining in an image carrier 2, wherein contact/separation operation with/from the image carrier 2 is repeated at the end of image formation after performing cleaning operation of the prescribed number of times, and bias is applied to the cleaning blade 3-1 over the whole processes of image formation, cleaning and contact/separation operation.
