PROBLEM TO BE SOLVED: To provide a charge pump circuit in which a user can regulate its start characteristics arbitrarily. SOLUTION: The charge pump circuit 31a comprising a step-up capacitor Cc2 repeating charge/discharge periodically, charging means (SW2a-SW2c) for conducting one end T2a of the Cc2 to a VR and conducting the other end T2b to the GND, discharge means (SW3a-SW3b) for conducting the T2a to a positive voltage output end T3 and conducting the T2b to the VR, and an output capacitor Co1 connected with the T3 and outputs a positive voltage VGH from the T3 is further provided with a means performing variable control of the ratio between the charging period of the Cc2 and the output period of the positive voltage VGH.
