PROBLEM TO BE SOLVED: To readily prevent radio waves from being transmitted in an unnecessary manner. SOLUTION: In a wireless area controller, a plurality of antennas 111-1 to 111-n for transmitting and receiving radio waves to and from a terminal have directivity of respective different directions, around the wireless area controller at an angle that the sum of respective angles becomes 360 degrees, and only transmission switches 113-1 to 113-n, connected to the antennas 111-1 to 111-n which have received the radio waves from the terminal, are turned on by a transmission control part 117.
