PROBLEM TO BE SOLVED: To suppress a deterioration of a hydrogen separation membrane with the lapse of time, to prevent hydrogen separating efficiency from being lowered accompanying removal and reset of electrodes, and to improve hydrogen separating efficiency. SOLUTION: The hydrogen producing apparatus is equipped with a first electrode 2, a second electrode 4 for generating a plasma field 12 between the first electrode 2 and this, a gas-permeable supporting body 7, and a hydrogen separation membrane 8 provided on the gas-permeable supporting body 7. A treated gas B is obtained by flowing a gas A to be treated to the plasma field 12 and causing a hydrogen generating reaction, and hydrogen is taken out by passing the treated gas B through the second electrode 4, the supporting body 7 and the hydrogen separation membrane 8. The second electrode 4 and the hydrogen separation membrane 8 are provided at a position where they are overlapped when seen in about perpendicular direction E to the flowing direction D of the gas to be treated.
