An emulsion cosmetic composition having low viscosity is provided to improve emulsion stability at low viscosity, enhance spraying convenience to the skin, and improve use feeling by reducing sticky feeling, so that the cosmetic composition is useful as a mist formulation. The emulsion cosmetic composition having low viscosity comprises: 0.5-10.0 wt.% of emulsifying agent; 0.5-4.0 wt.% of butylenes glycol, 0.5-4.0 wt.% of glycerin and 0.5-4.0 wt.% of polyethylene glycol as polyol; 0.5-10.0 wt.% of oil components; 0.1-5.0 wt.% of emulsion stabilizing agent; 2.0-6.0 wt.% of additive; 0.01-5.0 wt.% of thickening agent; and 52.0-95.0 wt.% of purified water, wherein the cosmetic composition has a mist formulation; and the viscosity of the cosmetic composition is 20-1000 cps.
